Appropriates $166,097,800 to the Department of Health and Welfare Welfare Division for fiscal year 2021 (July 1, 2020 - June 30, 2021), distributed across Self-Reliance Operations ($69,623,000) and Benefit Payments ($96,474,800)

Authorizes no more than 618.50 full-time equivalent positions during the fiscal year, with any increases requiring specific Governor authorization and prompt notification to the Joint Finance-Appropriations Committee

Permits the State Controller to make periodic transfers from the General Fund to the Cooperative Welfare Fund as requested by the Department director and approved by the Board of Examiners

Prohibits transfer of funds appropriated for trustee and benefit payments to any other expense classes during fiscal year 2021

Requires the Department of Health and Welfare to provide only those services authorized or mandated by law, limited to the extent of funding and available resources appropriated for each budgeted program
