Amends Section 67-5292 of Idaho Code to revise provisions for automatic expiration of administrative rules adopted after June 30, 1990.

Rules adopted after June 30, 1990 automatically expire on July 1 of the following year unless extended by concurrent resolution(s) or joint rule, not subject to gubernatorial veto.

Extended rules continue to expire annually on July 1 each year unless further extended by concurrent resolution(s) or joint rule, not subject to gubernatorial veto.

Removes subsections (2) and (3) which previously addressed rules adopted before June 30, 1990 and severability provisions regarding rule invalidity.

Declares an emergency and provides retroactive application to January 1, 2020.
