House Bill 618 Summary

• Appropriates $782,602,500 to the Idaho Transportation Department for fiscal year 2021 (July 1, 2020 through June 30, 2021) across multiple programs including Transportation Services, Motor Vehicles, Highway Operations, and Contract Construction & Right-of-Way Acquisition.

• Authorizes the Idaho Transportation Department to employ no more than 1,648.00 full-time equivalent positions during fiscal year 2021, unless specifically authorized by the Governor.

• Continuously appropriates all moneys transferred to the Local Bridge Inspection Fund and Railroad Grade Crossing Protection Fund to the Idaho Transportation Department for the stated purposes of those funds.

• Reappropriates unexpended and unencumbered balances from fiscal year 2020 for Capital Facilities Program, Contract Construction and Right-of-Way Acquisition (not to exceed $250,000,000), and Airport Development Grants to be used for nonrecurring expenditures in fiscal year 2021.

• Authorizes the Idaho Transportation Board to transfer up to $4,800,000 from the State Highway (Dedicated) Fund to the GARVEE Debt Service Fund as state match for the federal GARVEE bond payment of approximately $63,100,000 for fiscal year 2021.
