Establishes Section 67-9408 of Idaho Code to create a pathway for individuals to obtain occupational licenses through apprenticeships while working and earning a paycheck.

Requires licensing authorities to grant licenses to applicants who complete an apprenticeship, pass any required examination, pay applicable fees, and complete related instruction using the same standards as traditional licensure pathways.

Mandates that licensing authorities use identical examination passing scores and licensing fees for apprenticeship applicants as for standard licensing applicants, with no examination or fee required if not required for standard processes.

Directs licensing authorities to collaborate with the state department of education, workforce development council, and career technical education to make apprenticeship opportunities available to secondary and postsecondary students.
