Requires an independent, external, comprehensive evaluation of all K-12 student behavioral health programs and services by January 15, 2021, including analysis of gaps in service delivery and evidence-based outcomes

Requires an independent, external evaluation of the career ladder with baseline data and analysis of its impact on teacher recruitment, retention, compensation, and utilization of local dollars, to be reported by January 15, 2021

Defines "distributed" as moneys transferred to school districts and public charter schools with no funds withheld for other contracts or administrative costs
