Appropriates $12,667,600 from the General Fund to the Public Schools Educational Support Program's Division of Central Services for fiscal year 2021 (July 1, 2020 through June 30, 2021)

Allocates funds for specific educational programs: up to $2,609,100 for literacy programs, intervention services, math initiatives, and limited-English proficiency programs; up to $2,258,500 for student assessments; and up to $2,700,000 for professional development

Authorizes up to $1,200,000 for adaptive math instruction content and up to $2,250,000 for English language learner programs, plus up to $1,300,000 for technology education and information technology certifications

Requires the Superintendent of Public Instruction to report to legislative committees by January 15, 2021 on program effectiveness and all contracts over $25,000, including procurement methods used

Defines "distributed" as funds transferred to school districts with no administrative costs withheld and "expended" as funds paying for contracts or state administration costs
