Appropriates $629,418,600 total to Idaho's four-year universities (Boise State, Idaho State, University of Idaho, and Lewis-Clark State College) and systemwide programs for fiscal year 2021 (July 1, 2020 - June 30, 2021)

Authorizes reappropriation of unexpended and unencumbered balances from dedicated funds in fiscal year 2020 for nonrecurring expenditures in fiscal year 2021

Exempts the State Board of Education and Board of Regents from transfer limitations under Idaho Code Section 67-3511, allowing unlimited transfers between object codes and programs (but not between different funds without legislative approval)

Allocates $902,600 maximum for systemwide needs benefiting all four-year institutions and approximately $1,960,500 for the Higher Education Research Council's mission, including infrastructure awards and Idaho Incubation Fund grants

Allows the Division of Financial Management to approve expenditure of dedicated state funds for student tuition and fees during fiscal year 2021, with all adjustments reflected in institutions' fiscal year 2022 budget requests
