Amends Section 31-863 to authorize county boards to use ad valorem tax revenues for services authorized under chapter 46, title 31, Idaho Code, in addition to existing purposes for nonmedical indigent assistance and medically indigent financial assistance.

Creates new Section 31-3505H establishing eligibility exclusions for county medical assistance and the Catastrophic Health Care Cost Program, barring persons eligible for Medicaid (under sections 56-254 or 56-267) or health insurance from receiving financial assistance under chapter 35.

Creates the medicaid expansion account in the dedicated fund to receive moneys for providing medical assistance to individuals described in section 56-267(1), Idaho Code, with moneys kept separate from the cooperative welfare fund.

Redirects 17.5% of county revenue-sharing distributions from sales tax revenues (beginning October 1, 2020) to the medicaid expansion account instead of general county distributions, with quarterly payments to fund the state's share of Medicaid expansion medical assistance expenses.

Declares an emergency, making the act effective upon passage and approval.
