Appropriates $628,654,200 total to Idaho's four-year universities and State Board of Education for fiscal year 2021 (July 1, 2020 - June 30, 2021), distributed across Boise State University ($240,371,200), Idaho State University ($150,587,700), University of Idaho ($193,164,200), Lewis-Clark State College ($37,288,400), and systemwide programs ($7,242,700).

Reappropriates any unexpended and unencumbered balances from fiscal year 2020 dedicated funds for nonrecurring expenditures during fiscal year 2021, subject to State Controller confirmation.

Exempts appropriated funds from Idaho Code Section 67-3511 object and program transfer limitations, allowing unlimited transfers between object codes and programs, except fund-to-fund transfers require legislative approval.

Allocates $902,600 from systemwide funds for State Board of Education systemwide needs and approximately $1,960,500 for Higher Education Research Council mission and goals including infrastructure awards and Idaho Incubation Fund grants.

Requires State Board of Education to report to Joint Finance-Appropriations Committee and House and Senate Education committees by January 15, 2021 detailing budget reductions and cost containment efforts, with priority on reducing administrative overhead.
