Appropriates $25,939,300 to the Department of Water Resources for fiscal year 2021 (July 1, 2020 through June 30, 2021) across four programs: Management and Support Services ($2,367,600), Planning and Technical Services ($12,173,200), Water Management ($10,804,800), and Northern Idaho Adjudication ($593,700).

Authorizes the Department of Water Resources to employ no more than 151.00 full-time equivalent positions during the fiscal year, with any increases requiring Governor authorization and Joint Finance-Appropriations Committee notification.

Transfers $716,000 from the Revolving Development Fund to the Aquifer Planning and Management Fund for aquifer monitoring, measurement, and modeling.

Transfers $5,000,000 from General Fund appropriations to the Secondary Aquifer Planning, Management, and Implementation Fund for aquifer recharge and management.

Transfers $1,000,000 from the General Fund to the Water Management Account for flood management, water quality monitoring, and stream channel repair, with up to $800,000 administered through a competitive matching grant process requiring 50% local matching funds.

Allocates up to $200,000 from flood management funds for water quality monitoring and data collection in the upper Snake/Rock Creek subbasin to support nutrient total maximum daily loads objectives.

Transfers $410,000 from the Miscellaneous Revenue Fund to the Revolving Development Fund for operations and management of the Priest Lake Outlet Control Structure.
