Authorizes the Legislative Council to appoint a committee to study state funding for public institutions of higher education with the goal of making higher education more accessible and affordable to Idaho students.

Legislative Council determines the number of legislators and membership from each house appointed to the committee.

Committee must consider findings and recommendations from the Final Report of the Task Force on Higher Education issued October 13, 2017.

Nonlegislative members may be appointed by committee cochairs but cannot be reimbursed for expenses and have no voting privileges on recommendations or proposed legislation.

Committee shall report findings, recommendations, and any proposed legislation to the First Regular Session of the Sixty-sixth Idaho Legislature.
