Expresses Idaho Legislature's recognition of mining's historical and contemporary importance to Idaho's settlement, economy, and future development.

States that mining and mine processing provide over 10,000 direct and indirect jobs throughout Idaho with a $570 million payroll, $88 million in taxes, and nearly $1 billion economic impact to gross state product.

Recognizes Idaho's diverse mineral resources including world-class deposits of silver, phosphate, and cobalt, along with gold, molybdenum, antimony, rare earth elements, and other minerals essential for national defense and modern technology.

Supports the Bureau of Land Management and other federal agencies' efforts to streamline permitting processes for infrastructure and mining projects in partnership with state agencies.

Directs the Chief Clerk to forward this memorial to the President of the United States, federal cabinet secretaries, congressional leadership, and Idaho's congressional delegation.
