Affirms support for the U.S. Constitution and Idaho National Guard while respecting the President's constitutional authority to order the Idaho National Guard into federal service.

Defines active duty combat as performance in active federal service including participation in armed conflict, hazardous service in foreign states, or duties through an instrumentality of war.

Reiterates that state militia cannot be released into active duty combat unless Congress passes an official declaration of war or takes constitutional action to explicitly call forth militia.

Urges Congress in the future to fulfill its constitutional duty to approve a declaration of war before Idaho National Guard is deployed to combat operations on foreign soil.

Directs the Chief Clerk of the House to forward a copy of the memorial to the President of the United States, the President of the Senate, Speaker of the House, and Idaho's congressional delegation.
