Amends Idaho Constitution Section 2, Article III to fix the state Senate at 35 members, replacing the prior range of 30-35 members following the 2020 decennial census.

Amends Idaho Constitution Section 4, Article III to require the legislature be apportioned to exactly 35 legislative districts instead of the prior range of 30-35 districts.

Changes the reference point for apportionment from the 1990 census to the 2020 census and all subsequent decennial censuses.

Submits the proposed constitutional amendment to Idaho voters at the next general election with the ballot question asking whether to require 35 Senate members and 35 legislative districts.

Directs the Legislative Council to prepare required statements and the Secretary of State to publish the amendment and supporting arguments as required by law.
