Renames the House Ethics Committee to the "Ethics and House Policy Committee" and expands its jurisdiction to include review and recommendations of House Policies in addition to ethics complaints.

Committee membership consists of five members elected by respective caucuses: three from the majority party and two from the minority party, with members selected through a two-phase silent ballot process at the organizational meeting of each legislature.

House members holding leadership positions are prohibited from serving on the committee, though committee chairmen may serve; members must have previously served at least one full term.

Authorizes the committee to annually review and recommend current and proposed House Policies for formal affirmation by the House body, beginning at the outset of each term.

Committee procedures for ethics complaints remain unchanged, including requirements for written complaints, preliminary investigations, public hearings, and House votes on recommendations for dismissal, reprimand, censure, or expulsion.
