Changes the chapter title from "Weighmaster's Licensing Standards Act" to "Weighmaster's Licensing Standards Act" and removes the definition of "public weighmaster" while retaining "weighmaster" as any person licensed to weigh specified agricultural commodities.

Removes annual licensing requirements and the $10 license fee for weighmasters, replacing them with a requirement that weighmasters comply with the provisions of the chapter.

Repeals sections relating to posting of licenses (71-404), certified copies of licenses (71-405), signatures of licensed weighmasters (71-406), and revocation of licenses (71-410).

Requires standard weight and tare tickets on triplicate forms for commodities weighed on scales with 5-ton or greater capacity, listing name and address of weighing agency, serial number, date, owner, commodity type, gross weight, tare, net weight, and weigher's signature.

Mandates that weighmasters or weighing facilities maintain weight and tare tickets for three (3) years.
