Amends Idaho Code Section 67-5901 to establish that freedom from discrimination based on sexual orientation or gender identity is a civil right protected in employment, public accommodations, real property transactions, and education.

Adds definitions for "gender identity" (a person's actual or perceived gender identity, appearance, mannerisms, or other characteristics, with or without regard to sex at birth) and "sexual orientation" (actual or perceived orientation as heterosexual, homosexual, bisexual, or asexual) to Idaho Code Section 67-5902.

Amends Idaho Code Section 67-5909 to prohibit discrimination against any person based on sexual orientation or gender identity across all covered areas including employment, public accommodations, educational institutions, and real estate transactions.

Applies sexual orientation and gender identity protections broadly across all discriminatory practice provisions, while age and disability protections apply only to specific subsections as previously established.
