Establishes that failure to file a written objection within 21 days waives all rights to further notice, forfeits all rights in relation to the adoptee, and bars any future action to assert interest in the adoptee.

Specifies service methods: personal service for those whose consent is necessary, certified mail for most others, and publication procedures when personal service is unsuccessful.

Clarifies that adoption notices and proceedings are not required to contain the names of persons seeking to adopt, and that notice to non-consenting parties serves only to enable presentation of evidence regarding the child's best interest.
