Allows political treasurers (rather than only candidates or committee members themselves) to file campaign finance reports with the secretary of state on behalf of candidates and political committees.

Requires itemization of all contributions over $50 and expenditures over $25, with supporting documentation (invoices, receipts, or canceled checks) retained for one year after filing.

Mandates notification to the secretary of state within 48 hours of receiving any contribution of $1,000 or more, in addition to regular monthly or annual reports.

Election year candidates and committees must file monthly reports by the 10th of each month; nonelection years require one annual report filed by January 10.

Act takes effect immediately upon passage and approval, with retroactive application to January 1, 2020.
