Amends Section 74-106, Idaho Code, to require disclosure of names of the top three finalist applicants for public four-year institution presidencies.

Names of the three final applicants for public four-year postsecondary institution president positions must be made available to the public.

If fewer than three finalists exist for the public four-year postsecondary institution president positions, the entire applicant list becomes available to the public.

Maintains existing exemption that names of applicants to other classified or merit system positions shall not be disclosed without written consent; five finalists for all other positions remain available to public.

Creates exception to personnel records confidentiality provisions under Idaho's public records law.
