Amends Section 37-2701, Idaho Code to revise the definition of "marijuana" to exclude hemp, defined as Cannabis sativa L. with delta-9 tetrahydrocannabinol concentration of not more than 0.3 percent on a dry weight basis.

Clarifies that hemp derivatives, extracts, cannabinoids, isomers, acids, salts, and salts of isomers are excluded from the marijuana definition, regardless of whether they are growing or not.

Makes technical corrections to the controlled substances definitions, including changes to references in the "Drug paraphernalia" and "Narcotic drug" definitions.

Amends Section 37-2705, Idaho Code to add an exception for tetrahydrocannabinols in hemp when listing Schedule I controlled substances.

Declares an emergency, making the act effective immediately upon passage and approval.
