Replaces references to "rules and regulations" with "standards and requirements" throughout Idaho Code sections 22-1502 through 22-1507 governing seed and plant certification.

Removes the requirement that the Idaho agricultural experiment station comply with chapter 52, title 67, Idaho Code (the administrative rules process) when establishing certification standards.

Requires standards and requirements to be made publicly available for review and public comment for at least 30 days before becoming effective 30 days after filing with the college of agriculture of the university of Idaho.

Maintains existing definitions and procedures for certified seeds, tubers, plants, and plant parts, including breeder seed, foundation seed, genetic purity, and variety or strain classifications.

Preserves provisions regarding certification fees based on reasonable relation to costs and maintenance of basic seed stocks with priority allocation to Idaho entities.
