Repeals prior texting while driving law and replaces it with comprehensive distracted driving prohibition covering mobile electronic devices including cellular phones, tablets, laptops, wearable devices, and gaming equipment.

Prohibits operating a motor vehicle while using a mobile electronic device, except for emergency calls, GPS navigation without manual input, one-touch calling, hands-free voice-operated use, and use by first responders and government employees performing official duties.

Prohibits wearing headphones or earphones in both ears while driving and prohibits watching motion on mobile device screens, with exceptions for medical hearing devices and helmet-mounted speakers.

Establishes penalties as moving violations and infractions: $75 for first offense, $150 for second offense within 3 years, and $300 for each subsequent offense within 3 years, with possible 90-day driver's license suspension for three or more violations in 3 years.

Effective July 1, 2020, with warning-only enforcement through December 31, 2020; allows violations to be primary reason for traffic stops; prohibits device seizure by law enforcement; and preempts all local laws and ordinances regulating mobile device use while driving.
