Appropriates $140,000 from the General Fund to the State Appellate Public Defender's Capital and Conflict Representation Program for fiscal year 2020 (July 1, 2019 through June 30, 2020) for extraordinary litigation costs in capital cases.

Requires that $234,900 from the General Fund be used solely for costs directly related to capital case representation that are separate and distinct from outside counsel costs for noncapital appeals.

Requires costs to be identified and accounted for separately from noncapital appeal costs, with any unexpended and unencumbered amounts reverting to the General Fund.

Declares an emergency, making the act effective immediately upon passage and approval.
