Amends Section 54-2602 to clarify that individuals holding a current installer license under chapter 21, title 44, Idaho Code, may connect manufactured home or mobile home sewer or water facilities to existing on-site sewer or water facilities without a plumber's certificate of competency.

Allows HVAC and electrical license holders to perform specific plumbing work including installing electrical circuitry to water heaters, gas piping, hydronic system piping, and boilers under defined conditions.

Requires persons making water treatment installations and repairs to maintain a surety bond in the amount of $2,000.

Amends Section 54-2620 to clarify permit requirements and exceptions, specifying that permits are not required for plumbing work defined in sections 54-2602(1)(b), (1)(c), and (1)(d).

Permits licensed plumbers to proceed with improvements or alterations costing $500 or less after permit application but before permit receipt, with official inspection required within 60 days of notification.
