Changes write-in candidate declaration of intent deadline from twenty-eight (28) days to the eighth Friday before election day for primary, special, and general elections.

Revises write-in vote thresholds at primary elections: 1,000 votes for statewide office, 500 for congressional district office, 50 for legislative district office, and 5 for county office.

Requires write-in candidates who advance from primary election to pay filing fees no later than the declaration of intent deadline or file a petition under section 34-626.

Directs Secretary of State to design both primary and general election ballots to allow for write-in candidates under each office title when needed.

Clarifies that counties using optical scan ballots may only use written entries for write-in votes, prohibiting stickers or other devices.
