Establishes that no city election shall be held for a position if only one qualified candidate files or only one write-in candidate files with no other qualified candidates after the filing deadline.

Requires the city clerk to declare the sole candidate elected and issue a certificate of election when uncontested election conditions are met.

Renumbers and reorganizes subsections of Idaho Code Section 50-405 for clarity without changing substantive election scheduling or administration requirements.

Changes terminology from "municipal" to "city" elections when referencing county clerk administration of elections under Idaho Code Title 34.
