Amends Idaho Code Section 42-245 to remove the date restriction "prior to June 30, 1988" from the exception to water rights waiver and relinquishment provisions.

Eliminates the time limit on when general water rights adjudication proceedings must be commenced to preserve water rights claims that were not formally filed.

Allows water rights claims filed in general water rights adjudication proceedings to be recognized without regard to whether the proceeding was commenced before or after June 30, 1988.

Maintains the requirement that persons claiming water diversion rights must file claims as provided in Idaho Code Section 42-243, with failure to file resulting in waiver and relinquishment of rights, except in general water rights adjudication proceedings.
