Establishes a Children's Walking and Biking Infrastructure Program within the Idaho Transportation Department to fund pedestrian and bicycle projects proposed by the department's six districts and local units of government.

Projects compete for statewide funding based on four categories: Safety, Mobility, Proximity to a school/library/park, and Project readiness.

Creates the Idaho Children's Walking and Biking Infrastructure Program Fund in the state treasury, funded from state, private, and other sources, with investment interest paid back to the fund.

Allows up to 5% of fund moneys to be used for administration costs of the program, with remaining funds directed by the director or designee.

Declares all provisions of the act to be severable so that invalidation of any provision does not affect the validity of remaining portions.
