Amends Section 74-105, Idaho Code, to add a new subsection (18) establishing public records exemptions for the state public defense commission.

Exempts records containing information protected by Idaho Supreme Court rules, attorney work product, attorney-client privileged communications, and confidential information about criminal cases or attorney fitness inquiries.

Exempts records related to administration of the extraordinary litigation fund by the public defense commission, except the amounts awarded based on applications for extraordinary litigation funds must be disclosed.

Makes technical corrections to existing language in Section 74-105, including changing "section" to "paragraph" in subsection (4)(b) and "classification" to "management" in subsection (5).

Declares the act an emergency measure effective upon passage and approval.
