Allows barber schools and cosmetology schools to request retroactive reinstatement of expired licenses back to the original expiration date.

Schools must pay the renewal fee within 90 days of the failure to renew and have no other cause for license lapse or cancellation.

Board may grant retroactive renewal if the school has paid all required costs, penalties, and fees related to license renewal and reinstatement.

Schools may continue operating during the board's consideration period for the reinstatement request.

Amends Section 54-5821 of the Idaho Code regarding renewal and reinstatement of barber and cosmetology school licenses.
