Prohibits state and local law enforcement agents and agencies from engaging in motorcycle profiling in Idaho.

Defines "motorcycle profiling" as arbitrarily using the fact that a person rides a motorcycle or wears motorcycle-related paraphernalia as a factor in deciding to stop, question, arrest, or search a person or vehicle.

Specifies the prohibition applies under both the United States Constitution and the Idaho Constitution.

Establishes that the statute does not create any cause of action against individuals, the state, counties, cities, or law enforcement entities.
