Amends Idaho Code Section 49-3715 to clarify that commercial service airports may adopt reasonable rules and regulations concerning parking, waiting, and movement of TNCs and TNC drivers on airport property.

Authorizes airport rules to promote safe and efficient use of limited airport resources without subjecting TNCs to other local entity requirements.

Maintains existing restrictions on municipalities and local entities from imposing taxes, licenses, or operational requirements on TNCs and TNC drivers unrelated to airport operations.

Preserves the exclusive state governance of TNCs and TNC drivers under Idaho Code Chapter 49-37, except as specified in Section 49-3708.
