Amends Section 49-402, Idaho Code to correct a code reference by adding new section 49-420R to the list of special license plate programs subject to staggered registration.

Creates new "Too Great for Hate" special license plates available to vehicle owners registered under Idaho law, with plates limited to vehicles with a maximum gross weight not exceeding 26,000 pounds.

Charges an initial fee of $35.00 and annual renewal fee of $25.00 for the special plates, with $13.00 from each fee deposited to the state highway account for program administration.

Transfers $22.00 from each initial fee and $12.00 from each renewal fee to the Wassmuth Center for Human Rights to sustain and expand educational programming at the Idaho Anne Frank Human Rights Memorial.

Allows sample plates to be purchased for $30.00, with $13.00 going to the state highway account and $17.00 transferred to the Wassmuth Center for Human Rights, with plate design approved by both the center and Idaho Transportation Department.
