Authorizes Idaho State Police and Idaho Transportation Department to conduct inspections of commercial diesel-powered motor vehicles for dyed fuel when stopped at check stations, during lawful detentions for other violations, or as secondary actions, with joint powers agreements required by January 1, 2021.

Prohibits random dyed fuel inspection stations and restricts inspection authority to the specific vehicle being inspected, preventing use as grounds for inspecting other vehicles, facilities, or property of the owner.

Establishes penalties for dyed fuel violations: $250 for first violation, $500 for second violation, and $1,000 for third and subsequent violations, with $1,000 penalty for refusal of inspection; penalties split equally between operator and owner if operator is not vehicle owner.

Requires Idaho State Police and Transportation Department to provide six months of outreach and education on dyed fuel use before conducting inspections and mandates legislative evaluation of the program after five years.

Prohibits state agencies from reporting violations to federal government and exempts use of dyed fuel during governor-declared disasters or emergencies when necessary for relief efforts.
