Removes licensing requirements for resale brokers, salesmen, and responsible managing employees in the manufactured home industry, eliminating the need for these parties to obtain licenses from the Division of Building Safety.

Eliminates criminal background check requirements previously mandated for resale broker applicants, as the resale broker license category is being removed from state regulation.

Removes references to resale brokers and salesmen from violation and penalty provisions, while maintaining licensing and regulatory requirements for manufacturers, retailers, and installers of manufactured homes.

Allows individuals to buy, sell, broker, trade or offer for resale up to two manufactured or mobile homes in any calendar year without a license if the units are properly titled in the individual's name.

Retains bonding requirements and licensing fees for manufacturers ($500), retailers ($500), and installers ($300), while eliminating the $50 license fees previously charged for salesmen and responsible managing employees.
