Adds mandatory mediation process before fact-finding when bargaining agent and corporate authorities cannot reach agreement within 30 days of first meeting.

Establishes 14-day mediation period, after which unresolved issues proceed to fact-finding commission if no agreement is reached.

Modifies factfinder selection process to allow either party to request list of five factfinders from federal mediation and conciliation service when two initially-selected members cannot agree on third member.

Changes binding deadline for fact-finding recommendations from 30 days to 14 days after recommendation issuance; if no agreement reached within 14 days, the recommendation becomes binding.

Prohibits firefighter strikes during mediation, fact-finding, and the 14-day period following fact-finding commission recommendations.
