No city election shall be held for mayor if only one person has filed a declaration of candidacy or intent to be a write-in candidate after the filing deadline.

No city election shall be held for a city council seat with designated positions if only one person has filed a declaration of candidacy or intent to be a write-in candidate for that particular seat.

No city election shall be held for city council in non-designated seat cities if the number of candidates filing equals or is fewer than the number of council positions up for election.

When conditions in the above provisions are met, the city clerk shall declare the candidate elected and issue a certificate of election, with installation occurring at the first city council meeting in January.
