Removes provisions from Idaho Code Section 34-1002 regarding emergency situation absentee ballots and transfers them to a new dedicated section.

Creates new Section 34-1002A establishing a separate emergency situation absentee ballot process for registered electors hospitalized and unable to vote in person on election day.

Allows emergency absentee ballot applications to be submitted up to 5 days before the election but requires receipt by the county clerk no later than 5:00 p.m. on the Monday before the election.

Requires the emergency situation triggering the absentee ballot request to have occurred after 5:00 p.m. on the eleventh day prior to the election, with the applicant attesting to this fact under their signature.

Declares an emergency and makes the act effective upon passage and approval.
