Amends Idaho Code Section 49-1421A to revise high-occupancy vehicle (HOV) lane regulations and definitions.

Removes the geographic applicability limitation that previously restricted HOV lane provisions to counties with populations under 25,000 that include a resort city authorized to approve certain nonproperty taxes.

Revises the definition of "high-occupancy vehicle lane" to clarify it applies to interstate highways as defined in Section 40-110, Idaho Code, or the state highway system as defined in Section 40-120, Idaho Code, where studies demonstrate such a lane would ease congestion.

Maintains existing exemptions allowing motorcycles, public transportation vehicles, emergency vehicles, and authorized maintenance vehicles to use HOV lanes without regard to occupancy requirements.

Retains the $100 fixed penalty for violations of HOV lane restrictions.
