Repeals previous texting while driving law and replaces it with comprehensive distracted driving prohibition covering all mobile electronic devices including phones, tablets, laptops, and wearable devices.

Prohibits operating a motor vehicle while using a mobile electronic device, with exceptions for emergency calls, GPS navigation (without manual data entry), one-touch calling, hands-free voice operation, and use by law enforcement and utility workers during official duties.

Establishes penalties as moving violations with fines of $75 for first offense, $150 for second offense within three years, and $300 for subsequent offenses within three years; first offense convictions do not result in violation points or insurance rate increases.

Allows driver's license suspension for up to 90 days if person has three or more convictions within a three-year period; prohibits law enforcement seizure of mobile electronic devices.

Preempts all local laws and ordinances regulating mobile electronic device use while driving; effective July 1, 2020, with warnings-only period until January 1, 2021.
