Increases the number of regional airport authority regions in Idaho from five (5) to six (6) by creating a new "southern region" consisting of Cassia and Minidoka counties, which were previously part of the south central region.

Reduces the minimum number of contiguous counties required to establish a regional airport authority from three (3) to two (2) counties, lowering the threshold for formation.

Reduces the minimum number of contiguous counties required for dissolution of a regional airport authority from three (3) to two (2) counties, making it easier to dissolve authorities with fewer participating counties.

Maintains existing procedures for establishing authorities through voter petition and election, with signature verification requirements and Idaho Transportation Department approval.

Preserves dissolution procedures including election requirements, assessment of county financial obligations, and protection of outstanding bonds and warrants during the wind-up of authority affairs.
