Prohibits posting signs or communicating that public lands, private lands with public easements, highways, or navigable streams are privately owned or closed to public use unless permitted by valid exclusive control lease or special use permit.

Prohibits knowingly obstructing, blocking, or interfering (including through locks) with lawful entry or use of public lands, private lands with public access agreements, highways, or navigable streams unless permitted by valid exclusive control lease or special use permit.

Exempts incidental interference from lawful land use activities, landowner activities on their own property including normal agricultural practices, and constitutionally protected activity.

First violation results in written warning recorded for two years; second violation is an infraction with $200 fine; third or subsequent violation is a misdemeanor with fine up to $1,000.

Allows damaged parties to recover actual damages or $500 (whichever is greater) after 72 hours written notice, with preponderance of evidence standard; authorizes injunctive relief and reasonable attorney's fees for prevailing parties.
