Creates Chapter 33, Title 6, Idaho Code establishing responsibilities and liabilities for bicyclists, mountain operators, and passengers at mountain areas in Idaho.

Mountain operators must maintain trail boards, post safety signs at aerial tramways, and follow American national standards for tramway construction and maintenance; operators are not required to eliminate inherent risks of bicycling.

Bicyclists expressly assume all risks associated with bicycling including trail conditions, terrain hazards, collisions, and equipment failure, and are solely responsible for knowing their ability and maintaining control.

Passengers using aerial tramways must board only at designated areas, not interfere with tramway operation, use safety devices, and must have sufficient instruction before use.

Mountain operators are liable only for failing to meet their specific duties; bicyclists and passengers cannot recover from operators for losses caused by their own duty violations.
