Repeals Idaho Code Section 32-719 and replaces it with a new Chapter 18 establishing grandparent and great-grandparent visitation rights procedures.

Establishes a rebuttable presumption favoring fit parents' decisions on visitation that can only be overcome by clear and convincing evidence that visitation serves the child's best interests.

Allows grandparents and great-grandparents, including unrelated persons who played significant parental or grandparental roles, to petition district courts for reasonable visitation rights.

Defines visitation as contact through in-person, phone, electronic mail, social media, or other means, explicitly excluding legal custody, physical custody, or decision-making authority over the child.

Suspends new petitions, existing actions, and existing orders for visitation rights during pending child protection cases, with resumption allowed at case closure only if deemed in the child's best interests.
