Establishes the Quality Educator Loan Assistance Program administered by the State Board of Education to provide direct repayment of educational loans for eligible quality educators

Defines eligible quality educators as full-time, standard certificated instructional or pupil service employees working in Idaho school districts or public charter schools at schools identified as having critical educator shortages

Identifies schools with critical shortages based on rural isolation per Idaho Code section 33-319 or economic disadvantage based on federal Title I, Part A eligibility

Provides annual loan repayment assistance up to $1,500 (year 1), $2,500 (year 2), $3,500 (year 3), and $4,500 (year 4) for educators with minimum $1,000 unpaid loan balance who remain employed at the same school or district

Requires State Board of Education to promulgate rules establishing award protocols based on available appropriations and defining criteria for schools most impacted by educator shortages
