Adds "Fines entered on behalf of victims in cases of crimes of violence" as a new category (item 8) in the payment distribution priority list, positioned after restitution to crime victims.

Renumbers and reorganizes all subsequent payment categories to accommodate the new victims' fines category, with items numbered from 1 through 27.

Adds a catch-all provision (item 27) for any other amounts paid pursuant to statutory sections not specifically referenced in the distribution order.
