Appropriates $3,007,300 from the General Fund to the State Appellate Public Defender for fiscal year 2021 (July 1, 2020 through June 30, 2021), consisting of $2,765,200 for office operations and $242,100 for capital and conflict representation.

Authorizes no more than 24.00 full-time equivalent positions for the State Appellate Public Defender during the fiscal year, with Joint Finance-Appropriations Committee notification required for any increases authorized by the Governor.

Designates $165,900 from the Capital and Conflict Representation Program to pay outside counsel for noncapital appeals involving concurrent conflicts of interest, with remaining amounts reverting to the General Fund.

Designates $76,200 from the Capital and Conflict Representation Program for costs directly related to capital case representation, including expert consultation, witness travel, depositions, investigation, court reporting, and expert witness fees, with remaining amounts reverting to the General Fund.
