Appropriates $52,620,700 to the Department of Juvenile Corrections for fiscal year 2021 (July 1, 2020 through June 30, 2021) across four program areas: Administration ($4,513,000), Community Operations and Program Services ($11,442,100), Institutions ($33,662,200), and Community-Based Substance Abuse Treatment Services ($3,003,400).

Funding sources include General Fund ($28,737,700), Miscellaneous Revenue Fund, State Juvenile Corrections Center Endowment Income Fund, Juvenile Corrections Fund, Juvenile Corrections - Cigarette/Tobacco Tax Fund ($4,375,000), and Federal Grant Fund.

Limits the Department of Juvenile Corrections to no more than 414.00 full-time equivalent positions during the fiscal year 2021 period, unless specifically authorized by the Governor.

Requires the Joint Finance-Appropriations Committee to be notified promptly of any increased positions authorized by the Governor.
