No new special license plate programs for nonprofit entities shall be established after July 1, 2020; only state of Idaho agencies may sponsor new programs.

Existing special license plate programs with nonprofit agency recipients must be discontinued if they issue fewer than 1,000 plates in year one, fewer than 1,500 plates in year two, or fewer than 2,000 plates in year three or any subsequent year.

Proceeds from all new special plate programs must be deposited in the highway distribution account, except for plates benefiting Idaho colleges or universities or military license plates.

Existing plates that are discontinued may be renewed upon expiration until physical plates require replacement after seven years; no duplicate or replacement plates will be produced if lost or damaged.

Annual reporting requirements remain in effect for special plate program sponsors, with program sales discontinued on January 1 if the annual report is not provided by December 1.
